The state housing department filed proposed regulations this morning that lay out how state officials can place a cap on the number of families in the emergency shelter system only hours before a court hearing on the matter.The regulations were filed with Secretary of State William Galvin’s office by the Executive Office of Housing and Livable Communities, according to a Galvin spokesperson.The proposed update adds a new section to emergency shelter regulations that details what would happen if the “shelter system is unable to serve all eligible families,” according to a copy provided to the Herald.The suggested rules change call for a “written declaration” that “in light of legislative appropriations, the shelter system is no longer able to meet all current and projected demand for shelter from eligible families considering the facts and circumstances then existing in the commonwealth.”The declaration would need to identify a maximum progra...Matt Poitras “sticking around” with Bruins

Ontario Provincial Police (OPP) believe alcohol was a factor in a wrong-way head-on crash on Highway 418 near Courtice on Sunday night that killed two people.OPP Sgt. NEW YORK (AP) — A man who beat a 66-year-old Sikh man to death while calling him “turban man” after a fender bender in New York City has been charged with manslaughter as a hate crime, prosecutors announced Tuesday.Gilbert Augustin, 30, also faces charges including assault as a hate crime and unlicensed driving in the Oct. 19 death of Jasmer Singh, Queens District Attorney Melinda Katz announced.Prosecutors said Augustin called Singh “turban man” during an argument that followed their crash on the Van Wyck Expressway in Queens. RUMFORD, Maine (AP) — Law enforcement officers in Maine killed a man late Monday after he allegedly confronted officers outside a police station with a rifle.Sean Dyment, 23, of Canton, Maine was shot by deputies from the Oxford County Sheriff’s Office as they talked with a resident outside the Rumford police station about a vehicle that the person said had been following them, according to a statement posted on the Oxford County Sheriff’s Office Facebook pages. As they talked with the person making the complaint, a vehicle matching the person’s description drove up to the station. Dyment then confronted officers with a rifle and was shot, the statement said. Dyment was transported to Rumford Hospital where he was pronounced dead. TORONTO — CPA Ontario says Toronto-based Deloitte LLP has paid $1.59 million in fines and costs for breaching the regulatory body’s code of professional conduct. In a press release Tuesday, CPA Ontario says a number of Deloitte auditors backdated audit working paper signoffs between November 2016 and May 2018.They did so by changing the date and time settings on their computer clocks to manually override controls in Deloitte’s audit software.The organization says that during the year-and-a-half-long period, more than 930 audit working papers were backdated in at least 39 audit engagements. CPA Ontario says Deloitte admitted to failing to have the necessary policies and procedures in place to ensure standards of practice were being followed. It says it has taken into account remediation efforts by Deloitte, including improvements to quality control, internal discipline and mandatory training.
