SAN JOSE — A big office tower that’s proposed for a choice site in San Jose could morph into a housing highrise, the project’s principal developer says, a fresh indicator of Bay Area office woes. The housing could appear at a downtown San Jose site that’s being developed by Urban Catalyst, a real estate firm that’s active in local real estate. The changes might materialize on a property at 147 East Santa Clara Street next to North Fourth Street where Urban Catalyst has proposed a modern office tower that’s nicknamed Icon. Now, the office highrise might be converted into an apartment tower, according to Erik Hayden, founder and managing partner with Urban Catalyst.“We are thinking about developing 650 multifamily units at Icon,” Hayden said during a presentation and panel discussion at a Silicon Valley Breakfast event on Sept. 6 that was organized by law firm Hoge Fenton. The current plans call for a 20-story office building that would tota...Editorial: Nix last-minute California wildfire insurance bailout scheme

For months, lawmakers, regulators, the insurance commissioner and the governor sat on their hands while the state’s wildfire insurance market became a full-blown crisis for tens of thousands of Californians. The governor and the Legislature could have proposed bills initiating a transparent process that would have allowed the public to vet legislation through widespread debate. Now, lawmakers are trying to push through a last-minute deal without public input that could bail out insurers at the expense of Californians. It also threatens to violate the spirit of Proposition 103, the 1988 insurance reform measure that outlawed price-gouging, saving policy-holders billions of dollars. It’s an outrageous flaunting of the political process. Californians deserve better.Proponents are expected to unveil their legislation in the next few days, using the egregious, sleazy “gut and amend” process, in which a dormant bill is pulled to the floor in the last days of a legisla...Bay Area News Group girls athlete of the week: Nola Kurtz, Moreau Catholic water polo

The Springboks say they’re about more than just a brutal power game at this Rugby World Cup.Loading their bench with seven forwards in an unprecedented move in their last preparation game hardly helped change the reputation of the cup holders, who open their title defense against Scotland on Sunday in Marseille. But there are signs if you look beyond the hulking forward pack that South Africa’s five-year plan, aimed at building the deepest squad it has ever had, involves a more expansive outlook from the coaching duo of Rassie Erasmus and Jacques Nienaber.South Africa brought four try-scoring wingers to this World Cup when it was expected to have to sacrifice at least one of them for flyhalf backup.
