Supreme Court clears way for Mountain Valley Pipeline construction to proceed (CNN) — The Supreme Court on Thursday cleared the way for construction of the controversial Mountain Valley Pipeline to proceed, granting an emergency request from backers of the project that has the support of Congress and the Biden administration. The justices agreed to lift lower court orders that froze construction of the project while legal challenges play out.The Supreme Court’s order is a victory for West Virginia Sen. Joe Manchin, a conservative Democrat who has championed the project and pushed for it during debt ceiling negotiations in June.In the brief order, the court offered no extensive reasoning and no dissents were noted. The order came as the White House announced new actions to combat climate-fueled extreme heat, which has been baking cities in the Southwest for weeks before moving Northeast on Thursday.Despite climate activists urging the Biden administration to stop approving fossil fuel projects like the Mountain Valley Pipeline, White House of...

This 3-ingredient ice cream recipe tastes like home and hope Michelle Myers | (TNS) The Philadelphia InquirerWhen I think about my mami, 2,779 miles away in Ecuador, the kitchen is the last place I imagine her. Her petite frame, dressed in elegant tailor-made suits and stiletto heels, has never screamed “homemaker.” Yet, one of her recipes managed to sneak into every important moment of our lives: homemade raspberry ice cream.Baking and cooking were not common activities in my home, but when I was assigned to bring a homemade dessert to school in seventh grade, mom had to find a way to make it happen. After getting home from work at 9 p.m., she decided to make a strawberry mousse, but Murphy’s law was at play: Everything that could go wrong, did. First, we didn’t have enough strawberries. We also only had evaporated milk, not the called-for heavy cream. And our rarely used mixer decided it was a great time to break down and constantly shut on and off. With time running out, we didn’t have many options. I turned to mom looking for an answer. Bef...

Maura Healey to come up with a compromise.Healey filed a $6 billion interim spending plan just before 1 p.m. that is expected to keep state government functioning through August as a panel of six lawmakers hashes out a full, overdue budget behind closed doors.Top Democrats have not made clear this week what is holding up a fiscal 2024 budget, but proposals from the House and Senate include notable policy differences.Senate President Karen Spilka said she is “hoping” to see a deal before August but did not elaborate on what sticking points have arisen between negotiators.“Both sides are hard at work,” she told the Herald while exiting the Senate chamber Thursday. “We are moving forward so we’ll see.”A spokesperson for House Speaker Ronald Mariano did not immediately respond to a request for comment. Lawrence Guy’s agent in contact with Patriots amid reported contract dispute FOXBORO — Patriots defensive tackle Lawrence Guy is present for training camp, which is an upgrade from his minicamp status. But it seems the issues that kept Guy out of mandatory minicamp aren’t quite resolved. Guy’s absence was believed to be a contract issue, ESPN reported in June.“Me and my agent have been in discussions with this organization and we’re gonna keep that private between us,” Guy said Thursday after Day 2 of training camp.Guy said he welcomed a child around minicamp and “we had things we had to deal with.”“We’re big on family, and we had to handle certain things,” Guys said. “We’re going to leave it at that.”Guy wouldn’t say whether his presence at training camp meant that he was confident that his contract would be amended. The 6-foot-4, 315-pound defensive tackle still has two years and $6 million left on his deal.“I’m here. A big smile on my face,” Guy said. “I’m going to do whatever I can for the organization. I’ll work as hard as I can. That’s why we play...

Orioles lose second in row to Phillies, 6-4, as Kyle Bradish can’t hold lead built by Adley Rutschman’s 3-run homer When Adley Rutschman hit a three-run home run in the third inning to put the Orioles up 3-0, there wasn’t a starting pitcher on the team more capable of holding the lead than Kyle Bradish.Over his previous 10 starts, Bradish had a 2.25 ERA, managing to hold opposing teams to fewer than three runs in each of his past seven outings and not allowing more than three since May 23.But Bradish wasn’t himself Wednesday, struggling with his command and to generate swings and misses, as the Philadelphia Phillies came back to beat the visiting Orioles, 6-4, and hand the American League’s best team a series loss.“Any series loss is tough, but that one we were in every single game,” said Bradish after the Orioles’ second straight defeat. “I feel like that one’s on me. We put up four runs, and that should be enough to get a win.”The right-hander was far from bad, as he covered 6 2/3 innings, but he gave up five runs — his second most in ...

US new-home sales fall for first time since February

US new-home sales fall for first time since February By Augusta Saraiva, Bloomberg NewsU.S. new-home sales declined in June for the first time in four months, suggesting high borrowing costs and prices are restraining momentum in the market.Purchases of new single-family homes fell 2.5% to an annualized 697,000 pace after a downward revision to the prior month, government data showed Wednesday. The median estimate in a Bloomberg survey of economists called for a 725,000 rate.Even with the decline, sales have rebounded over the past year thanks to limited inventory of existing homes. That explains why homebuilder sentiment is at the highest level in over a year, and contractors are applying to break ground on more single-family projects.Still, high borrowing costs and elevated prices continue to pose affordability challenges. The median sales price of a new home declined to $415,400 from a year earlier, but that’s well above pre-pandemic levels. The Federal Reserve is anticipated to raise interest rates to the highest level in more than...

Judge gives deadline extension to organizers trying to stop ‘Cop City’ with signature campaign ATLANTA (AP) — A federal judge on Thursday significantly extended the deadline for Atlanta organizers who have been trying to gather more than 70,000 signatures to force a vote on the construction of a police and firefighter training center that critics call “ Cop City.”U.S. District Judge Mark Cohen ruled that the city had imposed an unlawful requirement that those collecting signatures have to be residents of Atlanta. A group of people who live in DeKalb County just outside the city had sued — saying they should be allowed to join in the canvassing effort and noting that the planned site for the training center itself is in unincorporated DeKalb County, outside the city limits.“Requiring signature gatherers to be residents of the city imposes a severe burden on core political speech and does little to protect the city’s interest in self-governance,” Cohen wrote, adding: “The city has offered no specifics as to why permitting nonresident plaintiffs to gather signatures … will...

Big banks will need to hold more capital to guard against risk under new Fed proposal

Big banks will need to hold more capital to guard against risk under new Fed proposal NEW YORK (AP) — The nation’s biggest and most complex banks will need to hold additional capital on their balance sheets under an initial proposal by the Federal Reserve designed to help banks better withstand risks to their businesses that go beyond a recession or financial crisis. The proposal released Thursday, boiled down from highly complex and technical nuances, roughly means that Wall Street collectively will have to set aside tens of billions of dollars to meet the Fed’s new rules. Banks that rely more on fee income will see a greater impact than those holding bonds and other securities. The main question addressed by the proposal is how banks over $100 billion in assets should value what are known as risk-weighted assets on their balance sheet when determining how much of a buffer the bank has to withstand market gyrations and economic fluctuations. Risk-weighed assets came out of what is known as the Basel Accords, an international agreement among banks, whose ...
